The Zimbabwe Revenue Authority (ZIMRA) says it is helping Zimbabweans affected by anti-migrant protests in South Africa to bring their household goods and work tools home duty-free.
ZIMRA’s private imports manager at Beitbridge, Tawanda Muchena, said a flexible customs system had been put in place to support returnees.
Speaking on Monday during a verification visit to the border by the Joint Parliamentary Portfolio Committee on Defence, Home Affairs and Security Services, he said:
“We have been fully implementing a flexible customs regime as directed by government to ensure returnees coming from South Africa at the height of anti-migrant protests are assisted.
“We have created an express lane where they arrive through the bus terminal and compliance checks are done at the reception and support centre.”
Muchena said statutory fees for buses and trucks carrying returnees’ goods had been waived to ensure a smooth flow of cargo.
He said the ZimBorders Consortium has also waived border user fees for vehicles carrying such goods.
“We coordinate with the consulate; they write a letter with a manifest of goods and owners. We have not had challenges,” he said.
On vehicles, he said a returnee must have been outside the country for at least two years, and must have owned the vehicle for at least six months before returning. This must be shown in the vehicle registration book.
Muchen said ZIMRA had also been clearing business equipment brought back by returnees, including welding machines, heavy industrial sewing machines and building tools. Commercial vehicles brought in under the returning residents facility should not exceed five tonnes.

A Zimbabwean returning resident from South Africa has lost his High Court bid to recover his Toyota Fortuner after the Zimbabwe Revenue Authority seized the vehicle and revoked his immigrant rebate for providing a false address and using forged import documents.
Barlington Muvirimi imported his Toyota Fortuner registration number AGH ** under Immigrant Rebate Number ZWBB/MT/IMM/REB/11/2023, declaring his residence as 452 Dulibadzimu, Beitbridge. ZIMRA's Beitbridge Enforcement team was conducting a national post-clearance audit of 33 vehicles imported under the immigrant rebate facility using Beitbridge addresses. When officers visited No. 452, Muvirimi was not known there and had never resided at the address.
The vehicle was later flagged through ZINARA and was intercepted in Harare on 3 August 2024 while in the possession of Tatenda Keen Chimuzinga of 97 West Road, Avondale. Investigations also revealed that the South African export documents used to clear the vehicle were not authentic and the vehicle had been undervalued, resulting in an underpayment of duty amounting to USD 7,121.97.
Muvirimi approached the Masvingo High Court seeking a review of ZIMRA's decision, arguing that he had not changed his address and that he was not aware that his clearing agent had used forged documents. In judgment delivered by Justice Christopher Dube-Banda, the court dismissed the application with costs. The court found that the confirmation letter from the Municipality of Beitbridge dated 15 October 2024, which claimed he had lived at the address for ten years, was not credible as it was unsigned and was obtained three days before his interview with ZIMRA. The court noted that he could not have resided at the address for ten years when he had entered Zimbabwe as a returning resident on 16 November 2023. On the forged documents, the court held that in terms of Section 218(3) of the Customs and Excise Act, a principal is liable for the actions of his agent.
The court ruled that ZIMRA had acted lawfully in revoking the rebate and seizing the vehicle in terms of Section 223 of the Customs Act and Regulation 9NO(6) of the Customs and Excise (Suspension) Regulations. To secure release of the vehicle, Muvirimi must now pay USD 7,121.39 in additional duty, USD 6,405 as a reduced fine being 70 percent of duty due, USD 2,000 as a fine for use of forged documents, USD 400 as a fine for violation of immigrant rebate regulations, plus interest from date of importation and storage fees. #justice

Stakeholder Advisory - Cross-Border Trade Update
ZIMRA wishes to inform stakeholders that the Botswana Unified Revenue Service (BURS) has issued a Public Notice introducing mandatory Pre-Lodgment of Customs Declarations for commercial goods destined to, through or from Botswana.
With effect from 1 August 2026, traders are required to submit customs declarations and obtain "PROCEED TO BORDER" status before commencing their journey to the border. Stakeholders engaged in cross-border trade with Botswana are encouraged to familiarise themselves with these requirements to facilitate efficient border clearance and compliance.
ZIMRA remains committed to supporting informed compliance and promoting seamless regional trade through timely dissemination of information from partner customs administrations.

Returning resident requirements to bring in your car duty free
VAT is however due.
Immigrant Rebate Requirements.
1. Passport showing the exit stamp and relevant permits.
2. Passport endorsed accepted returning resident on entry by Zimbabwe Immigration Department.
3. Bank statement for the past three to six months.
4. For those coming from work:
a. Engagement letter
b. Contract of employment.
c. Payslips for the past two years or more.
d.
e. Letter of termination of employ
5. Returning students. You will need the following:
a. Letter of acceptance into the college
b. Passport showing the date of departure from Zimbabwe.
c. Student's permit (if passport expired whilst on study, it is still required to check on legalised stay in the host country)
Proof of source of funds, this involves submitting copies of bank statements and or tax returns.
d. All the goods should be fully paid owned by the importer.
e. One should have successfully completed the course of study one pursued.
f. Transcript is definitely required to show that the possible immigrant was indeed at out side Zim.
6. Time of arrival is considered as the first time one goes back to Zimbabwe after results are out.
7. If you are importing a motor vehicle, you will need:
a. Registration book.
b. Invoice/agreement of sale if recently purchased.
8. If car is being exported from the SADC region, there should be a de-registration certificate (valid SARPCO certificate)
9. You should have proof of residence in Zimbabwe (eg. water or ZESA bills.
Kindly take note of these additional and new requirem
1. You should have owned the car for at least 6 months before coming to Zimbabwe.
2. VAT of 15% of the value of the car is now payable in USD/ZAR for private cars or RTGS for pick up trucks.
Private cars also need to be inspected by a quality assurance agency before coming to Zimbabwe.
